The hats are a souvenir for players who attended a certain festival only. Hats can be transferred to other chars on the same account via the festival hat NPC.

Attendance can however be difficult for people who move around a lot; have exams; work overseas for periods (academics, military etc) have lives etc. I don't think having no life outside a game should be rewarded. :P

simple answer: afking, most people do it (not to mention theres 24 hours, if not more to get the hat. and no one is busy for 24 hours). the people who dont have the hats probably dont because they didnt have the game at the time or had quit, not because of the reasons youve listed. therefore, too bad. youll get others.

So no you cannot have one if you didn't go to the event
But in the spirit of compromise I am happy for you to be able to buy hats from the npc that you can wear outside of towns.
Or cheap copies from the dodgy npc that hides in dark corners, ok they are slightly off colour and have the names spelt incorrectly.
In fact anything that says something like I didn't go to winterfest 07 but got a hat anyway.
So wear your hat with pride you know you where not there and so do we.

I think they should make a dunce hat for people who post the same stupid topics, and beat the same dead horse, over and over and over...
The hats are special only because they mark participation in a certain event. Take that away and they are completely meaningless. You missed the event so tough crap for you - get over it.

That is really more of a gripe about the title system. Some hats take no time to get because you can just buy whatever the collector wants. The others are afk-fests where the hat magically appears in your invo.
Hats really fall into the same category as: Collector's edition aura, limited mini-pets, etc.
They offer no actual "edge" to the players that have them, and as such these things should continue to serve their purpose --> prestige (e-peen, if you will)
The same issue will come up in GW2 for those who weren't around to fill up some silly hall in GW1. No, they shouldn't get whatever mysterious/useless gift those that did are expecting, either.

There's a kind of people that do not want others having what they have: "3 year old minded greedbags".
A guy that just bought the all-pack now wasn't there? So what?
At least one way for new accounts to get old masks should be added.
For example, an NPC collecting them all year round.
Anyone that wants or don't mind others having their masks, could give away spare masks or even have new ones crafted and give them to the NPC.
The NPC would NOT give anything in exchange of the masks, it would be a complete giveaway.
The Hat maker could do that:
Player > "I don't need this hat, can you give it to anyone else?"
[Hat Maker]> "Sure, give it to me, and I'll save it to give it to anyone else."
Then, in Wintersday, gifts could also randomly contain 'unlock mask' tokens, that can be given to mask crafters to unlock one of the masks that are not unlocked.
People give masks, people can get masks, no one gives masks, no one gets masks.

When people are told "do this to get an exclusive item" and then that item turns out to be not exclusive, they are justified in getting angry. Those hats and the CE auras are the sole things left in this game that you can point to and say, "See, I've been here from the beginning." I think it's a tad bit greedy on your part to want to take those few useless but cool items that can actually be called "exclusive" and make them just another lame item that everyone ends up griping about how common and useless they are (read: minipets).
